Level 2 lists whole IP allocations (netblocks as registered at the RIR) rather than single IPs, escalated automatically from Level 1 when too many addresses within an allocation have hit UCEPROTECT's spam traps. Rebuilt hourly; aggressive, so innocent IPs in a listed allocation are affected.
